Little windows service c# based

Required is a Windows Service developed in C# (I get the full copyright for the source code). It must execute once a day some commands for licence counting. After counting the licences the data must reported to a central server (simple https-post request) The Following Licences must be count: - Remote Desktop Licence Count installed - Exchange CAL Count Additional the service must check (also https call twice a day) if some actions are required.
