Install webserver silent on computer

So I want to make a program which install a webserver silent when ran on targets computer.
I need webserver installed because I will do so when the target go to localhost/[login to view URL] they will get at my html page.
I know that programs like apache and xampp can be used to create webserver on computer but can it be installed silent in VB.NET? Maybe if I download a portable version silent with vb.net on targets computer or something?
