I have read the project information provided, there is not info about the locations having internet access, depending on that I would suggest you a programmable circuit board (does it needs to be arduino? ESP32 would be way faster to set up, and give support to), I would suggest you a sensor with serial interface, a calibration routine to be implemented on each sensor, as for the application I like how Openhab integrates and presents it to user the thermostat application, easy to create a site containing multiple substations, each one may have as many rooms as you need, each room as many sensors/actuators as you define. Depending on security, scalability needs, I would suggest you a wired industrial protocol like Fieldbus or Industrial Ethernet to interconnect all sensors at each location. A month may be time to implement a prototype from scratch.
