Android App for Android 10 or higher

I will only read offers that will have following information - Price, how long time it takes to develope in hours, when can start, what software/framework will be used to program app, will it be possible that it works on all Android phones that run the same operationg system (Samsung, Sony)? I need simple app that runs smoothly on Android 10 or higher phones. Phone will be used in VR glases - it is always on standby and detecting movement, when movement detected it will start 360 degree experience (we have app for that already). Features: 1) Always on display with black and white screen that say "Move me to start experience". White pixels should be used but all the black should be switched off. Main goal to conserve the battery life because phone will not have electricity for long time. It should work like Always ON Display but with different text (no clock or date ect) 2) It automatically switches off during night time from 23.00 till 7.00 and then switches on. When swithed on it should start straight away with kiosk mode and certain app should open (it will be 360 degree video experience) 3) If battery gets emty, it switches on as soon as USB charger is plugged in 4) Kiosk mode - when phone is switched on it enters kiosk mode straight away 5)On Always on mode it should detect movement, everything else can be switched off. 6)On Always on mode it should be working at least 4 days before charging is needed. Mobile data can be on but cell phone connection,wifi and other things can be off.
