YOU DONT NEED SUCH A HUGE BUDGET FOR THIS TASK. EVEN 200 USD WILL BE ENOUGH FOR ME. Dear Sir Sorry for starting the application in such a odd way. However frankly you don't need such a big budget for this task. I work for a web design and hosting company where we use same kind of setup for improving performance and I do maintain that( A WordPress multi site install with around 90 sites on a dedicated server). however from my own experience, I can say that APC and other php caching software like xcache always creates issue unless it is proeprly configured. As well as .htaccess dont work in NGINX. So for best results you should use, Apache as a back end web/application Server and NGINX as front end reverse proxy which will cache static items and give the best performance. Also cent OS is much more superior than Ubuntu for production environments. I will install vestaCP which will have PHP 5.4/Mysql/Apache as Web Server As NGINX as Reverse Proxy The control panel will allow you to add new sites easily as well it will help you to manage ftp accounts etc easily from web.
