credit card site with cms - for studiozplatoon

all i really want is a site that looks really close to this [login to view URL] - with the css (i like how the menus look) also with a back end cms, so i can add secitions and credit cards easily as the offers become available. a different header, and maybe an area below the credit card offer where i can add some more text i dont want any flash at all anything that i left out let me know, thanks
