Convert photoshop files to php website

I have about 20 pages I need to have converted into a website. The client login is just a link to an outsource site so we dont need a database built. The contact form needs to be emailed to my email whenever someone fills it out and clicks submit. same thing with the news letter form. one of the pages needs to be a blog. Im expecting the site to look exactly as I have designed it in photoshop. I have more details but will give them as you start working on the site. I need it built as soon as possible. I have attached a picture of the first page so you get an idea. most of the pages are the same with different text. I will make a milestone for half the cost up front and the other half when work is almost completed
