loyality website with android app

we require a website for a loyalty program through with customer and merchant can create & organize their accounts ( customer view : apply for a new card , check balance ,check offers by merchants, listen live music & announcements by admin, live chat in circle) (merchant view : apply to participate in loyalty program, buy points by payment gateway, roll back points to admin , order loyalty cards,check account balance,check redempt transactions, apply for promotions and post latest offers ) THE SAME CAN BE ACCESBLE BY THE ANDROID APP. (MERCHANT LOGIN: SWIPE CARD ( we do use a hardware to swipe the card : just like the square , connected to the 3.5 mm audio jack . the app will read the card from the swipe machine & connect to the network i.e our website and credit the point into his individual account according to his purchase and the percentage that the merchant offers for ex : a customer buy 1000 rs/- merchant give 10 % so 100 points are going to be get credited in the customers account and same 100 + brokerage defined by the admin will be deducted from merchants account : a sms from the website goes to the customer registered mobile number ,showing the balance and transaction id ) customers will also use the app to check their balance , chat , and to check recent transactions ,account balance ,check merchant list and offers ) admin : to have control and access on all above from the web, about percentages and brokerages individually , to organise accounts and customers and merchants ,statistics of points, account of merchants ( buy /sell points ) ,members data access , organise chat with banners , play music in website, gift points to customers.
