Hi. I can provide a solution based on SVG, HTML5 and JavaScript. In addition I will use JS libraries for handling drawing of SVG elements. I have developed similar projects in the past (see: USA county map in my portfolio). I can also send you a screencast of the working application. I do not send links to my previous work. I own a small EU company (which can be verified) and I can digitally sign a NDA. I work on all the projects myself (I don't work via subcontractors). PS The initial milestone is minimum 20% (400$) and has to be deposited. In case of such big projects I also require to release some part of the milestones when I send you the code to the first working version of the application.
