You are someone of few words (in your job description... no details), so I hope the audio is more verbose. I'm an American transcriber who resides in the Philippines and have worked as chief transcription editor and proofreader for two large American Transcription companies over the last seven years. Freelancing is always more adventurous and usually more fun. All work that passes through my hands (eyes and ears) is and must be 99% accurate transcription final result that is re-proofed more than once in all aspects of accuracy including spelling, research, grammar, etc. For that highest level of work in this field I charge $40 per Audio Hour. This will save you or your people countless number of hours because the final product will essentially be error-free and a totally focused representation on paper of what was said in the audio recording. I know my price is outside of your posted budget, but someone who takes $10-$30 for this job will not give you a good transcription and you will end up wasting your money trying to get this done cheap. I am fluent in English and can ensure a quality transcription.
