advanced windows service file watcher

I need a robust & stable windows service that watch multiple locations on HDD and perform a specific tasks when a file is changed or created or a file has been copied to the folders being watched. The service upload the documents to a remote web server. the remote web server will just accept the files and store it. #Skills required: - .NET C# - Object oriented programming - SOLID Programming - Software Architecture - PHP - The windows service must be very stable. it must be lightweight, and dose not consume too much memory. The windows service must be written in C# .NET Framework 4.0 the server side script which will accept the request from client program must be in PHP. The windows service must be a single file (just .EXE), and it’s size must be small. The windows service must start automatically when windows start. The client agent program must detect if there’s a proxy is set in Internet explorer browser and use that proxy configuration. Computers on the network are set to use a local proxy, the allowed ports on local network are 80 and 443. so the program agent will use port 80 or/and port 443 to connect with the remote web server. The windows service MUST not require an administrator privileges. the service will run on a windows account which is on a low privileges. Performance and stability is a must
