I have experience for 15+ years in electronics/embedded development. I have several years of advanced AVR/arduino development, including library development from scratch. Also developed several projects in tools from Atmel like AVR Studio and Atmel Studio. Practically all Arduino boards used, like: 2009, 2010, UNO, MEGA, NANO, MICRO, MINI and others like DigiSpark (attiny85) and DUE (ARM Cortex-M3).
By your project description, I couldn't understand if you want the exact PDF TDS system implemented or you just want an AVR attiny device answering to I2C requests (slave) reporting an analog value that would be further processed in the I2C master device after reading those values.
This bid is for the second case - I2C slave device reporting an analog input. For the full system in the PDF, project cost/time would have to be further discussed/adjusted.
What I propose is using an attiny85 AVR microcontroller for hardware, as I have several development boards with it (Digispark) and arduino IDE with digispark support for software toolchain. I would deliver an I2C slave device with an analog value being answered with or without averaged/aliased values.
