Hi, This sounds like a relatively simple project and one I would be more than happy to help with. I have experience working on all three platforms and teach UK under and post graduates using these platforms on a daily basis. I'm currently looking for some additional work over the summer break and this project seems to be a perfect match for what I'm looking for at the moment. Things I can offer: Up to date knowledge of all three platforms (iOS7, Android 4.4.2, Windows Phone 8.1). Access to suitable computers that have the required software installed for development. Lots of free time! Considerations: If these applications need publishing to the stores, I am more than happy to submit them to the corresponding stores (and have done so previously) and work out any issues with certification. However, I will need details of the publishing accounts for each of the platforms. I can help set these up but the costs of setting these up are not included in my quote ($99 p/a for iOS, $25 for Android one off payment, $19 p/a for Windows Phone). Apple (and potentially Microsoft) may have issues with a simple 'wrapper' app being submitted to the App Store. Some sort of additional functionality may be required for the app to pass the certification - this may be a question to ask your client and I can likely build in a simple feature to help pass certification but would need further information before being able to commit to anything.

Hi, I have excellent experience in developing windows and IOS ,Andriod applications ,I can do this project with less charge . When you talk about the browser functionality ,In all pltfroms we have built in browser ,So here we dont get any tabs,tool bars.

I have experience with all mobile platforms. Creating such an app will be pretty easy if that's the only requirement to launch a browser.
