Django or Ruby on Rails RoR Social Network

We have a community site. It is already online with 100,000 users. We need programmers too update to newe Django and clean code add some functionality and remove bugs. But it is too difficult to find Django programmers! So we are looking to convert the site to Ruby on Rails. It should be a one to one copy. You get all the Python code and are to make the whole site again in same design but with a few additions as in specs. This is to be done soon, so please do not bid if you have less than 40 hours to work on this per week. I do not know how much time it would take. But I estimated it to be about 1 month if you want to deliver the site tested and with high quality. It is big plus if you can show similar sites. You are welcome to bid less than $1,500. I just did not want to exclude coders from high wage countries.
