Creation of dotnet wrapper for Tivoli Storage Manager API

IBM's Tivoli Storage Manager is a well known data storage & management solution that is available on a number of platforms. The product ships with an API which, for windows clients, takes form of two unmanaged DLL's (one each for 32 & 64 bit enviroments) We require a developer to write a managed .net wrapper around this DLL.
