60360 CLONE: Reciprocating Web Site

Please see attached document for exact script requird. Looking for a very simply CGI script, which will accept the users URL, Description, Name and e-mail, recreate a HTML document with the new additions and e-mail that document back to the user. The script needs to move the URL from postion 1 to position 2 and add the new URL to position 1, then e-mail the HTML document to the user. We need to be able to customise the HTML, e-mail response and a simple logfile. Ability to ban an IP address from accessing the script would be useful as well. Please see attachement for exact clone specs "Get 3,368,420 hits FREE". Users will only access the script to create the HTML. No other files are required to be stored on our servers. Example: We don't want to store the new HTML file, instead e-mailed for the user to upload to their own site.
