Elgg Site design/development

I am in need to getting an Elgg social networking site up. This will include developing a theme. As far as functionality goes I would like to have. This is your typical networking site for the most part but it is based around "Entertainment News" specifically movies. I need this rather quickly. The main page I need to have the random "featured" members, newest members, login page, I need a contact page added, I also need the latest activity on the front page. I need an about page as well as a small about information put on the front page. I need a navigation at the top "besides the dashboard" and I have a fairly specific way I want it designed. I want our Logo have the ability to be clicked to go back to the front page, I want to be able to add videos, including You Tube, add friend function to be on the dashboard as well as the avatars, I want groups to be visible and easy to create/navigate. I want the members to have the ability to contact each other after they have become friends via the dashboard. Blogs are also posted on the front and can be created by the users. Only approved blogs can be posted on the front page via the admin(s). I also want have pols for users to be able to use and creation of site pages, where the admin can create pages that are part of the navigation system.
