Development of a new social polling platform

Our group is looking to partner with a service provider to develop a new social polling platform. Only with a short list of service providers, will we share this website's requirements, functional specification and wireframes. If you have have not completed similar projects (in scope or scale) then please do not bid for this project. We are only interested in working with experienced and professional providers. This service will allow users to post specific niche questions and seek responses from their friends or from the crowd, and then to view their results. Some of these poll posts will be for free, some will be paid.
