Design Team for WP/CMS sites

We need a team of wordpress/CMS designers -- including both a front-end graphic designer and a back-end php programmer (for functionality, coding, etc.). We have problems with freelance designers giving us mediocre graphic design to produce wordpress sites that look cheap and unprofessional. We have also found that increasing the budget does not attract better quality designers as the bidders were outsourcing the work and not doing it themselves. THEREFORE we need a front-end/back-end Wordpress designer team that can produce high-quality design themes and then slice, install, and add plugins. The first project is for a legal services website of about 15 pages; installing several plugins; online forms; newsletter/email updates sign-up; and on the front page, graphical "channels" that direct the webvisitor to landing pages related to that topic/theme.
