Create a new section on our website with a professional landing page

I need a professional graphic designer / and neat PHP programmer to add new section to our website. The new section will have its own login area and landing page, the new section is for other websites owner to add information about their websites, in order to get a service from our website. They must be approved from admin area. Once its approved, they must upload some file to their websites to verify they own that website. Could be looked at more of SSL certification process.
