Convert PSDs Into Functional HTML Website With Shopping Cart

We need a series of PSD files converted into a functional HTML website complete with a working shopping cart that will be able to process food orders for our restaurant. We want customers to be able to order and pay online with a debit or credit card. The cart needs to be simple and must be able to handle comboing of items - for example: when adding on a soup to a sandwich, the price of the soup will be reduced automatically. We also have a PSD of what we want the online order page to look like. We want it to be contained within our website.
