Hi, I understand your requirements and here is my proposal. I will create local web app with Ruby on Rails. It will give you basic functionality like search box, where you can type username that you want to search for and in couple seconds you will get data that you need. Everytime you type new username data will also be stored to mysql database. Also I will make another search box to search records in your database. Also I will make CRUD functionality to your records that is create, read, update delete. I will also make possible to search only records for specific country. That's it. If you have more ideas just message me. Price is little bigger because I will make fully functional web app, for local use, but you can deploy them at any time to real live Internet.
