debug existing usps component (return receipt)

Enclosed is the source code for the dll and the sample project. The only problem is if returnreceipt is true, its not showing the additional fees for that. Everything is fine. That needs to be fixed. However, everything else has to work the same way as it did before (insurance, size limitations, etc.).
