Basic CCTV surveillance software

We are looking for a coder to write some very **basic** and **reliable** video surveillance software. Our hardware uses a USB video capture device (model no. EASYCAP002, supplied with Syntek STK1160 drivers) with 4 channel composite video input. These are the features we require: 1/ Automatically starts recording once surveillance program is opened. 2/ Continuous saving and compression of video in MPEG4 codec (if the program is closed or crashes, the file will be saved up to the point where the program ended). 3/ No user interface when software is recording. All configuration, i.e. framerate, resolution, save location, codec, etc, must be accessed through separate configuration program. 4/ No password locks to start up/close down. 5/ Small memory footprint, quick to start up, quick to close down. 6/ Automatic timestamping of filename (program will be opened and closed approximately 100 times per day). 7/ Automatically deletes old video files after predefined time period (i.e. 14 days, configurable by user).
