Build Fantasy Cricket Website based on MLB Fantasy Concept

I would like to build a website, which is pretty similar to MLB (Major League Baseball) Fantasy website, but for another sport called, "Cricket". I do not know how to register for a domain name etc, so you probably will need to guide me. Anyone who has experience in building a complex website (which includes how to use,username, password etc to login). I am also not sure what should be the budget that I am looking forward for. Please mention rough estimate in your response that I should be ready with. Please visit once (and if possible register) to mlb's fantasy website, to give an idea, on what kind of website I am looking for. I am planning to expand this website, going forward, and ready to pay some monthly maintenance fee as well (not only to the website domain but also to the coder who is going to help me). Thank you,
