Config of CentOS WHM/Cpanel w/ Interspire email or Send-Safe

I am using either Interspire email marketer or Send-Safe to email out campaigns. It connects to the CentOS Exim/Dovecot dedicated server to send out the mails. The issues is that the emails send out very slow. I had it working at one time but I think after I made changes to the server, both interspire and Send-Safe work very very very slow. they sends out 3-4 emails per hour max even though I configured CentOS to have NO limit (0). The issue could be with open SSL or maybe updating Cpanel/WHM. Maybe it's the IP reputation...I don't know. If you know what you are doing, it is probably a 5 minute fix. The dedicated server is an Intel Quad core Q9400 with 8GB memory and 1TB drive. I am using "Interspire email marketer 6.0.2" or Send-Safe enterprise. Experience with these applications are a BIG plus I would like this issue resolved by the end of the weekend preferrably.
