Custom Purchase Management System software

I am looking for a webbased software written in PHP and uses MySql that can do the following: need a software that will allow employees to create reqeust for items, a purchaser review request and get quote from vendors. I need the site to allow vendors to login in a see request and respond with quote and if the quote is awarded to them, the ability to add tracking information. I need the ability to have a user login in a change status of PO to received when the items are delivered. I also need an admin account who can oversee all. I have attached some screen shots of a software that does similar to what im looking for.
