Affiliate marketing network needed!

It will be an affiliate network, like commission junction, linkshare, etc. But, we are wanting a few things in the script that most scripts do not have. We are willing to do a fully custom made script or buy one that someone can work with and customize the way we need it done. Such as post affiliate pro, etc. Here are the basics of the project, please let me know how you feel about doing it, and if you want the job then let me know about how much and approx time frame. Time is important! Basically, we act on behalf of advertisers, helping to generate heightened interest in their products in the form of sign-up trial offers, purchase their products/services, and for publishers by allowing them to advertise these offers as an aspect of their business and earn an income from it. Advertisers provide us with various products that they wish to gain increased interest in, and we find affiliates, also known as publishers, to advertise these offers for them. We create lead generations for advertisers, and subsequently create increased traffic to publishers' websites and/or newsletters. We would need a nicely made site which would show available campaigns/offers, with the ability to search by category for offers, like web hosting, free trials, beauty products and so on. I believe that all of the following are encoded via SQL, but can't be positive. Closed Loop URLs: Closed loop allows us to post to other sites when they receive a commission. Closed Loop Information We will post information to the URL via GET variables. For example, if they enter their closed loop URL as "http://www.publisherswebsite.com/closedloop.php", we would post to the URL in the form of "[login to view URL];name=xxx&rate=xxx&sid=xxx&status=xxx". This is all automated! Mass SQL: By using Mass SQL insert command, publishers can add multiple offers to their site at once while sorting and customizing the types of offers added. After filling out some fields, an SQL insert line will be automatically and immediately generated for them to insert into their site's database. Please note the following variables which are used in the SQL insert function (got this from one of my affiliate accounts). Variable Names How They Are Returned $campaignid$ Campaign ID of the offer, returned as an integer. $commission$ The commission you are earning on the offer. $name$ SQL Escaped String, name of the campaign. $offerurl$ SQL Escaped String, campaign URL. $imageurl$ SQL Escaped String, image URL, generated as 120x60 by default. $description$ SQL Escaped String, dampaign description $instant$ Crediting time, entered as an integer. "1" for a "real time" crediting offer, "0" for anything else. CSV: This tool allows publishers to download detailed lead information in a CSV formatted file, sorted by date. This easy-to-read and interpret file will show them all the leads they have generated over a set period of time, and can be used to import values into a spreadsheet and may also be applied to their individual site's crediting system. Also, they must be able to download a complete CSV of the current offers we have and the commission, requirements, etc. If more info needed, please ask!
