design project

First of all.. I have a budget of up to around 250-300 dollars and quite a lot to do but I thought I'd give this a shot anyway. A full brief will be given to you after the bidding because I feel there's a lot of stuff that I should point out about the coding of the site basically, it's like [login to view URL] but with some extra features I finished 90% of the design and ill finish it all tomorrow but I think there will be around 35-40 pages perhaps? Maybe less but I want to make sure you know what the project is about The design I am making is in illustrator format I would like it to use CSS.. no tables ! I have my share of knowledge in php but i dont excel in it and it seems to be a bit difficult at the time. One more problem that I'm facing is how I will be able to manage the money transfers from client to me and then from me to designer. the process is automatic @ 99designs and if you know about it, please don't forget to bring it up (paypal/credit cards used from client to us)(only paypal from us to designer)need some help in that area, only if u haf insight.. if not.. it's okay! i added some pics.. tell me what you think, thank you! And a last P.S. yes I do need the coding of the whole website.
