Outlook Plugin to sync calendar data

I need an application which can be installed on Windows PC's, to be an outlook plugin. The function will be to integrate Outlook with a web-based application and syncronize calendar appointments. more details are in attached document. also, this will sync to our back-end server using webservices. our server runs MS SQL 2005. if you have experience doing outlook plugins send me a message with any questions you have, and also you can request the webservices address and i will send it to you. Also we will provide our company logo for use in the product.
