Basic version for a big Custom CMS Project

This is for creating a basic version of a PHP based custom CMS project. The actual project will be given to the coder who successfully completes this smaller project (a prototype for the bigger project). If you have already made something like this show us and we might pay you without further work on this project and hire you for the full version. We need following in this project. 1- A basic CMS page implementing some theme engine like smarty or phptemplate capable of adding more pages based on templates. 2- An admin panel managing the site layout e.g. managing blocks. The dynamic content in these blocks should be placed on diferent locations/regions on the page. The admin can change the content of the blocks/pages within the admin panel using some edit/update option. 3- No graphics work required. Use dummy graphics for header etc. But layout shoud be clean and easily changeable. Coding should be clean. 4- For content to show in the blocks, you may use just 1 content type such as "Model" or "coder". Admin panel should have features to: - Add a model with a basic profile e.g. some fields and a photo - Update / Delete Model - Show model list (maybe 10 with view more button) in blocks - Able to select Model of the week both automatically based on some criteria (any attribute from the table like model rating) or manually 5- The template you create for this should be 3 column with 9 regions. The block should be movable to any of the region. This basic version needs to be done very fast. More time will be given for the next version.
