Adwords Api To Change Campaign Status

I need a simple application written in .net (a desktop application) or a php application (that I can run on my shared hosting). It will allow us to show all campaigns from our adwords accounts. The user should be given the option to pause/enable a campaign. The username/password for the adwords account has to be stored safely. Preference for desktop based software. Need someone to start immediately.
