Develop a Webapplication to run on all smartphones & tablets

Need an experienced software developer that knows of: PHP, Javascript, AJAX, GIS systems "OpenLayers or [login to view URL]", CSS3, HTML5, to join our team. We want to develop a WebApp to run on all smartphones. We have our own map data, so no need for google map data. Goal is to present on the end user Business Listings and POI on Map on their mobile devices, and using HTML5 to "cache data localy" so no need to have internet all the time.
