Build a general ''Town Portal''

Hello everyone, The project is about building a kind of "city portal" and later doing the same for different other cities Ultimately for the whole country. This whole project will include many phases: 1- Phase 1 will be about "the graphical DESIGN". Provide proposals of the look & feel of the site. The amount mentioned here is only for a good proposal with graphical samples of the main elements. Not everything must be ready in phase 1. It is important to have a good idea about the overall design and structure of the site. Later the rest of the graphics/HTML etc. can be completed. 2- If phase 1 is agreed then the next step would be about 2 more steps: a- graphical elements, HTML & CSS etc. b- implementing/programming the agreed design using one of the programming languages mentioned below. 3- Deploying the programmed portal on a web server and set up & configure everything needed. Thank you. ## Deliverables For phase 1 it is IMPORTANT to understand the following: The portal is mainly for an audience in the Middle east. So it is important that the bidders have experience and knowledge of the taste of that audience regarding Design, Colors, graphical elements used and the "User Experience" that users expect in that region. It would be ideal if the bidders have the capacity to do all 3 phases, at least phase 1 & 2. We need a proposal for the design (including the graphical design and the structure/categroizations of the site). If that meets the expectations then we can proceed immediately to phase 2, assuming that the bidder is capable of programming the proposed design. Regarding the technologies to be used I have the following on my mind: First of all it can be based on PHP or JAVA. I am a Java developer and a used to be PHP developer so I would prefer JAVA but PHP would be perfectly OK as well. So depending on whether PHP or JAVA is used some of the following combinations vary: 1- HTML/XHTML for the pages, including CSS, Javascript. AJAX and may be some flash and animations. 2- In case of JAVA JSF or JSP would be used 3- For the Database: MySQL is preferred. 4- Apache , in case of JAVA combined with GlassFish or JBOSS The servers are up and running and ready to be used. 5- At some stage "Online payment" should be implemented, including SMS and mobile based payment. If the project is successfully implemented then there would be continuous work to follow. So if the bidder is interested there would be lots of follow up assignments. I am prepared to pay good for the right work. As I am a software developer myself you would have an easy time in understanding what exactly are the requirements and I can appreciate when good work is done. On the other hand I would notice non professional work immediately. So better not wasting your time if you are not capable of getting the job done. Thank you. Best regards
