Create a Wordpress template or build on an existing wordpress theme for a simple website

We are looking for a developer to assist in the designing of a website based on WordPress. The client is in the Retail Motor industry and offers to buy and sell cars. The current website is also based on WordPress Details of the project: 1. The client does not want to advertise cars on his site, it will be more information 2. There should be a form that a user will fill in when wishing to sell his cars (more detail will be provided on award of the project) - This form should allow users to upload pictures of his car 3. There is already WordPress installed on the server - For the site, the current theme can be used - A new theme developed - Or a theme can be bought(after being approved) can be customized etc 4. The colour scheme of the site will be red and silver/grey (developers are free to express their own colour choice as well) 5. We also leave in the hands of developers to make the site look good in terms of transitions/animations 6. Once the project is awarded example sites will be provided as guidelines as well as screenshots as to how the screens should look. Also a link to the current website 7. A contact us page with a simple google maps plugin/address should also be provided 8. If the work done is good, a logo project might also be provided depending on the outcome of this project This is a simple website, most of the functionality being on the form the user submitted, but also captivating the user with some light graphics and informations when browsing the website. Also developers are free to provide advice or alternative idea for the site.
