Create a Wordpress Newsletter Plugin

I need an extremely simple WordPress plugin created. It needs to be responsive, it needs to be clean, and it needs to be managed from the wp-admin side. I simply want to do the following: 1) Install/activate the plugin 2) choose a background color/border color/text color 3) choose a logo to add to the top or bottom 4) input a mailchimp API/list ID and enable a confirmation newsletter once they signup 5) set settings to WHEN the popup should happen (ie on site load, specific pages, specific post categories or when the user goes to type in the URL bar (exit) or moves cursor to the close the browser (exit)
