Simple Website+Android app+iPhone

I need a very simple website for school elections (3 pages) and applications for android and iphone (2 screens-maybe 3). The project os design and development. Major functionality: 1) Website Administrtor - import data file into database - Create candidate - create in the database and creat html page of specific input - Checks candidates status and sends automatically SMS and emails with PDF reports User page - login - User page - display data from database 2) Android,IPhone - login scree - user set a number at a time and saves it in database
