basic php framework site

I need a basic framework sit that supports news, blogs, user registration and profile and really basic ecommerce. I prefer Symfony, but I am open to suggestions as long as you can explain in detail how you would do this. The framework is important, so please do not bid if you are not familiar with Symfony or something similar. Delivering this project within the deadline is vital, thus I require a 40% expert guarantee. The project will be divided into 3 phases: - phase 1 - minimal framework - phase 2 - filling out the features - phase 3 - whatever else is needed NOTE: This bid is only for Phase 1 of this project. The max bid is set to $500 but please bid accordingly as more work will follow if all goes well in Phase 1. I will only consider bids from experienced PHP coders (and experience with Symfony represents a big advantage). Also, please don't bother bidding if you don't have a very good rating on RAC (as I said, the deadline cannot be extended). Thanks for your time, I look forward to your bids. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Details available on request.
