C program for Oracle binding

**INTRODUCTION** SquaLe is an open source project that provides a connection pooling interface to Oracle (and other relational databases). It has bindings that allow it to be used from PHP. It appears to be written in C. The current version of SquaLe was developed a couple of years ago.
