Auto-installer for IE Toolbar

I am in desperate need of someone who can finish a project for me. This job was started by someone who took the bid on RentaCoder but did not complete the work. They did create a functioning toolbar for me in XML, however, I need an auto-installer built for my website viewers to click one button and have the toolbar installed and operational. I have the .zip file for the completed Windows XP version... I need this to work in XP, 98, ME, and 2000. I'm assuming that this is done through variations in the .dll file that accompanies the Toolbar. I don't want to pay again for a complete toolbar rebuild... I just want to have this one fuctioning in all of the Windows versions and have a really simple install system for my readers.
