C# x509 Encryption

Looking for someone who can **competently** write a small C# program that 1. Generates an X509 Certifcate for s/mime, signed using our Thawte SSL Certificate, which is available in a .pfx file. We will proivide either the CSR or client data sufficient to generate one. 2. Saves the new public key to a file, so that our mailer service can subsequently encrypt outgoing mail with it. 3. generates the certificate as a string , encoded so that it can be installed into a client-side certificate store using the client side code found here: <[login to view URL]> Your code must run under .Net 4.0 on Windows Server 2008 and IIs 7 and must be properly documented. We require the source. We would prefer that you be familiar with and use the Bouncy Castle Encryption Library, but will accept pure .Net code, or code based on another Library provided that the Library source is free and installable on our server. We feel that this should be doable in no more than 50-70 lines of code by someone with the necessary experience/skills.
