_Update:_ We will consider this as two programs, one for the jpeg and the other for the movie. Separate bids for each will be considered. I need a program written in C# or VB.NET that can be compiled as an object that can be invoked from our application that we have developed in VB, C# and VB.NET. The input parameters to this program will be the name and location of an image (JPG or GIF), an Audio file (.wav) or a movie (AVI or MPEG). The other parameter will be an action script. The parameters could be: only an image, only an audio file, an image and audio file, or only a movie. There will be additional parameters for the movie. The output will be a flash .swf file in a compressed format created as follows: When only an image is passed, the .swf file has one frame. If an action script is included the frame will have that script. When an image and an audio file is passed, the output file will have one frame with the image and audio. If an action script is included the frame will have that script. A movie will have the following additional parameters: 1. A script with a variable that will be incremented every time it is added to a frame. For example if the script is GotoAndPlay(x,N). The .swf file will have GotoAndPlay(1,N), GotoAndPlay(2,N), GotoAndPlay(3,N) and so on. 2. A number indicating that the script has to be added after that many frames. For example if the parameter is 10, the script will be added after every 10 frames. 3. A script on the last frame of the movie will be GotoAndPlay(the last number, Y). Basically it is the same script with the incremented number and the “N?? will be changed to a “Y??. The compression is important and a developer who has worked on a PowerPoint to Flash conversion program will be preferred. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows 2000 and 2003 server. The application that will invoke this module can have multiple instances running at the same time.
