COMPLETE RAFFLE SITE

To create a web based raffle system where a user can purchase raffle ticket/s through paypal or other payment system, with the user entering name, address, email and contact number before the payment is processed. Setting up their own account. The raffle system should ensure duplicate tickets cannot be issued and the raffle can be viewed 'live' on the net with a countdown timer to the end of the raffle. Once the raffle has ended the winning ticket holder/s would be emailed congratulations and the admin would be emailed the winning info, there should also several different raffle games available to the public. 10-20 different? The system should have a easy to use web based control panel which admin can change the prizes, raffle start/end times, raffle ticket prices and be able to list the participants details and easy to adjust payout percentage.
