Enhancement of an exiting asset allocation tool based on excel and [login to view URL] aim is to rewrite the existing asset allocation tool with a Black Litterman and Optimizer add-in into a webbased application with new independent developed Black Litterman/ Optimizer add-in - needs to be a webbased with database integrated application and multi-user protected enabled - open for solution-orientated proposals. Looking for a quantitative programmer (matlab skills) that has also a strong financial know-how background (experience in Black-Litterman, Optimization, Tracking error etc. is a must). Applicants have to show skills and proven experience in these areas.

It sounds like your project can be divided into two phases: 1) Develop the Black-Litterman optimizer 2) Build the web front-end. I suspect phase 1 is more challenging and specialized than phase 2. I have experience in Modern Portfolio Theory and Quant Finance (I am also a CAIA charterholder) and feel qualified to do phase 1. Phase 2 is less specialized, and you can probably get it done more cheaply with someone else. My bid here is to implement Phase 1 within your current framework, and I'll provide management/integration support if you decide to use someone else for phase 2.
