simple ipad needed

need someone to create a simple html5 version of a site .. all pages will be given. it has been already resized to ipad version the bidder must understand how enterprise licensing work .. this app WILL NOT be in the app store.. it must be a direct download as native app for offline viewing html pages will be updated on the site, you must create either a php script or cron job to scan for those changes and push it down to the app the app will be run on many ipads .. so update must work on all of them bidder must complete this job in 5days or lesser ...
