Create live video steaming app.

Hello, I would like to get some quotes and discuss the following - only with mobile developers who are fluent in English please. I am looking for developers who are reasonable and will help me by providing good and honest advice. Build a live steaming app. The app must have a high quality streaming service with zero latency. The app must be capable of streaming to more than one person. HOW IT WORKS: Broadcaster installs the app (easy to install the app by putting in phone or facebook details): App asks questions: 1: Schedule a broadcast; or 2: View a broadcast Then under number 1, it will ask the following questions: Friend name: Friend number: Friend email: Date and time of broadcast: App sends a notification to the friend phone / email, with the date and time and a link to a URL. Friend can reply in order to accept and date and time. The link can be pasted into the browser on the mobile or desktop enabling the user to watch the live stream. In addition a link to the steam can be posted to social media sites. Furthermore, it should also be possible to watch the steam live by downloading the app - but this is not compulsory (the live stream can be accessed under number 2 above). Prior to the date of the live feed a reminder message is sent. During the live feed, a friend can talk to the Broadcaster. The friend can talk by pressing a button in the browser (the broadcaster can hear this on his phone), only one person will be allowed talk at a time. When the Friend takes his finger off the button, somebody else viewing elsewhere can press the button and talk. All the other views can view anonymously, even if they download the app. The video is than saved to the cloud (optional depending on cost). Version 2: Not to be built. However, if version one is successful, for version 2 I would like a map to be built for the app (like periscope) with the option to create individual user accounts, the live steams will be linked to the location on the map. However, the user accounts will need additional features. Note: I would like to discuss the different options involved here with the designer, and what most feasible and economic way to do this. I would like honest feedback please, and also please advise whether I am better off using a ready-made video app for the first version, or can a white label video app be used for this purpose? Ultimately, I would like an app which will be quite feature heavy, but I would like to keep version one as simple and cheap as possible as outlined above. Thanks and I look forward to your thoughts.
