Create a Mobile Website

I need an auction mobile site that functions as follows: 1. If accessed through a computer it displays a certain page. 2. If accessed through a mobile device it displays the following a. 10 items on auction, b. Brief description of each, c. A separate auction count down for each item 3. When the user presses the Bid button: a. A premium SMS code will be executed (code will be provided) b. The user places his bid through a premium SMS; c. The User’s bid is shown on the site. Preferably WordPress based but other options may be considered.
