Android app with MySql or SqlServer database backend

I'm looking for a complete app and database backend. I have attached screenshots of what it should look like. Users will either choose the community from a list of communities or add one if it doesn't exist already in the database. They can add more or remove them on the fly. This app will work very similar to the craigslist mobile app except it will be community/building based. The app should do the following: 1: When executed, grab the device id and phone number of the phone or tablet and submit it to the database using webservice if needed. The webservice should return the list of locations that the device has setup on it or allow them to select or add a new one. 2. once in a community, they can submit a maintenance ticket (for the superintendant), post on the message board, post events, or post a forsale. If they are a superintendant, they can also add contact information and reply to maintenance posts or complete the maintenance issue. 3. Users have the ability to Flag a post. If a post is flagged x amount of times (that number should be stored in a database field called flag_number within a table called settings) it does not display. 4. Users should be able to post a picture from their camera or file right into the posts. Please view the screenshots for the details needed on the posts. You should be able to understand the entire flow of the app. On the settings page for the user, they should be able to put different settings in for each location. information to be stored for each location is: Company Name: If business location Floor Number Room/Apt Number: Email: Published Phone Number: Very important: Each location that is setup needs to have it's own settings which will identify the superintendant's user number so that the app allows that user to perform maintenance requests and enter contacts. Also a paid subscriber field as in order to use the maintenance and contacts, that location must be paid for by the superintendant.
