simple ip camera viewer for android over wifi and 3g

Looking for a Android app that will display a video stream from an IP camera on a window over wifi and 3g , and should work with dynamic ip adress ip camera. if possible without using any server, direct connection to i camera (if this is possible ) Requirements: - Must run on Android Gingerbread 2.3.4 or later. should work on android tablets too - as a sample software , video viewing screen can be like "vmeyecloud". 4 camera windows in same screen . each will show predifined camera view. user will click first window and click play button and video will start. when he click stop video will stop. if double click while video playing , video will be full screen. while full screen when double click will return to previous state. if possible 4 camera will be able to shown same time. What I will provide: - Other than details about my device, I will provide a URL to 2 different IPCams that I you can test. - I will provide 2 IPCam URLs that you can test with. - above criterias are not must . programmer can suggeest or offer a working prebuilt software with sdk code , which can do nearly a same work , and price can be negotiable My passing criteria: - You will be required to pass me all source code for this app, and any rights to further develop it. My intent is not to build a product for sale. It is for personal reasons. - There should be no additional fees or licensing costs for any components of the app. - The app should be written in Android and will be able to be opened as a project using the Android SDK so that it can be re-compiled. - cost and working hours should be declared by programmer at the beginning
