Write an application for IOS and Android with PhoneGap

Hi there. I need a person with good communication skills to take over a project for me. I need a app that will work on all platforms and we may have to use PhoneGap to get the job done with good turnaround time. The concept of this app is to create this connection between a chain of people that work in a unique field of work. Sale associate - R_Dispatch - Admin - Driver - DoorMan The sales associate make a sale of a package that includes a free shuttle to a specific location (let’s say a club, bar or a restaurant) This package includes free shuttle + meal per each person. The client has to pay at the door. sale associate creates a reservation R_dispatch takes over the reservation, keeps in touch with client and approves the reservation. Admin (main dispatch) is the one that assigns the driver to the pickups. DoorMan is the one that notes if the group got to the location or not. also he is the one that is verifying the amount of people in the group / the deal that they are paying for. Lets talk pay structure. 20% when sales associate interface is done and it works 20% when admin interface is done and working 10% when R_dispatch interface is done and running 20% when driver interface is done 10% when DoorMan is done. 10% after the final test of all interfaces and fixing all the bugs 10% after the app is added to app store and Gplay I need it to be done in the order that i used for pay structure.
